- ➤ Ogden recycling center owner David Rawson was arrested on Thursday on charges for dumping wastewater without a permit and violating the Water Quality Act after officials discovered an unpermitted pipe system began diverting industrial wastewater in August 2022—city inspectors later plugged the outfall and issued multiple warnings and fines.
