- ➤ Ranchers in Utah are making tough choices as they move cattle earlier than usual because low water and grass are forcing extra costs and risks; they may need to buy hay or sell cattle if rain does not return soon. NOAA warns that above-average heat and below-average rain from May through July will worsen water shortages and grazing conditions—straining summer pastures—while the drought continues across the state.
