- ➤ Scott Paxman of the Weber Basin Water Conservancy District said an average winter and low soil moisture led to runoff at only 65% of normal even though the snowpack reached 100% and modest flows were seen when the Ogden River exited Ogden Canyon on May 14. He said all reservoirs except Lost Creek will fill as minor releases aid irrigation—officials urge residents to conserve water to protect a two-year supply. Standard-Examiner
